Balham - like many inner city areas and, also, rural ones in Britain - suffers from the terrible blight of litter. The amount of litter in Britain has increased by 500% since the 1960s, and now costs Local Authorities over £1 billion (£1,000,000,000) a year to clean up. That's your local taxpayers' money being wasted.
